David Welborn, Supervisor, Gerald Lane, Supervisor, Jimmy Murphree, Chairman,
David Welborn has been with the District Board since 2003. He has lived in the Gravel Hill Community for 24 years where he has worked with the poultry and cattle industry. He owns 230 acres in Franklin County. David is a Poultry Farmer and also works as an income tax consultant. He is a member of the Phil Campbell Band Boosters, the NWACPGA, the Alabama Cattlemen’s Association and the BCIA. Gerald Lane joined the Franklin County District Board in 2004. Gerald is the owner/operator of a 400 acre cattle farm. He also rents and operates an additional 260 acres in Franklin County. Gerald worked with TVA from 1984 thru 1997. He was a PG-7 Manager at the Muscle Shoals Distribution Center. Jimmy Murphree became Chairman of the District Board in 2004. Jimmy is the owner of Woodland Services, Inc. He is a consulting forester. He owns 78 acres in Franklin County and rents 111 acres. Jimmy is a member of Gideon International and the Association of Consulting Foresters. Jimmy has been a forester for 30 years. Thomas Harbin first served as a supervisor in 1989. He has offered his support as a supervisor or advisor since then. Thomas owns an 87 acres farm in Franklin County. He is a member of the Cattlemen’s Association. Thomas also served on the Bear Creek Watershed Committee. Howard Grissom has served on the Franklin County SWCD Board since 1982. Howard has been a lifelong resident of Franklin County and has spent a great deal of time conserving our natural resources. Howard is currently involved in building the Phil Campbell Outdoor Classroom and developing the Frog Pond Volunteer Fire Department. Howard has been a RC&D Council member since 1990. He served as Executive Vice President for 2 years. Howard has seen us through many years, many changes and many improvements as a District. The Franklin County SWC District Board is comprised of volunteers who are landowners and/or farmers in Franklin County. The board members represent stakeholder interests in the conservation of natural resources in Franklin County. The board employs two salaried personnel, Beth James Mitchell, District Administrative Coordinator and Robert Clement, Watershed Coordinator. The District Board meets the second Thursday of each month at 8 a.m. at the NRCS Office. The Board Meetings are open to the public.

USDA – NRCS/Franklin County Soil & Water Conservation District Field/Office Staff:
Robert Clement, Watershed Coordinator, Pamela Skidmore, Soil Conservation Technician, Sharon Andress, District Conservationist, Beth Mitchell, District Administrative Coordinator.
Watershed Coordinator: Robert joined our team in August of 2005. Robert has worked in forestry for several years. He is a member of the Alabama Forest Owners Association and the Treasure Forest Association. Robert is also a member of the Alabama National Guard. He served as a section leader in Operation Iraqi Freedom. We are proud to have Robert as part of our conservation team. Soil Conservation Technician: Pamela has been with the Franklin County team for many years. She recently received her Twenty Years of Service Award with the Government of the United States through the Natural Resource Conservation Service. Pam worked on the Bear Creek Water Quality Project and is a Certified Conservation Planner. Pam is a wonderful asset to the Franklin County field office. District Conservationist: Sharon became the District Conservationist for Franklin County in 2002. Sharon has served with USDA/NRCS since 1991. She received an award from Oktibbeha County in 1992 as an Earth Team Volunteer. Sharon is a 1993 graduate of Mississippi State University with a Bachelor of Science from the College of Agriculture and Home Economics. She completed five years of service in Talladega County in 2002. Sharon has also completed training in Grazing Land Ecology and Management. Sharon has been a wonderful asset in Franklin County and has truly served NRCS and the Franklin County SWCD well in conserving our natural resources. District Administrative Coordinator: Beth James Mitchell joined the Franklin County SWCD in July of 2004. Beth has a Certificate in Accounting from Shoals Community College. Beth has become a great asset to the Franklin County Soil & Water Conservation District.
